The short answer
In Lee and Collier counties, most remodels that change structure, plumbing, electrical or mechanical systems, windows, doors or the roof need a building permit. Cosmetic work like painting or replacing flooring usually does not, though each building department draws its own line. Which office issues it depends on location: Lee County, the City of Bonita Springs, Collier County, the City of Naples or another city. A licensed contractor normally pulls the permit, and homes in flood zones also have to clear the FEMA 50 percent rule.

## Which Remodels Need a Permit?
The general rule is that anything touching the structure or the building systems needs a permit. That includes removing or altering walls, adding or relocating plumbing fixtures, new circuits or panels, HVAC replacement, window and door replacement, re-roofing, additions, screen enclosures and garage conversions. Purely cosmetic work such as painting, replacing carpet or swapping a faucet in place is commonly exempt, but the line is drawn by each building department, so check with the office for your address or ask your contractor.

Jurisdiction comes first. Unincorporated Lee County is handled by Lee County's building department, while the City of Bonita Springs and several other municipalities run their own. In Collier County, the City of Naples has its own building department and unincorporated areas go through Collier County. Timelines depend on scope and workload: simple trade permits can move quickly, while additions and structural work need drawings, plan review and sometimes revisions. Inspections happen in stages, and the permit closes only after the final inspection passes. An open or expired permit can complicate a future sale, so closing it out matters as much as getting it issued.

| Project | Permit usually needed? | Notes |
| ------- | ---------------------- | ----- |
| Painting, flooring, like-for-like cabinet swap | Usually no | Condos may still require association approval |
| Kitchen or bath remodel with plumbing or electrical changes | Yes | Trade permits for each system |
| Removing or moving walls | Yes | Structural walls may need engineered drawings |
| Window and door replacement | Yes | Products need Florida product approval |
| Re-roofing | Yes | Must meet current wind-load requirements |
| Additions and garage conversions | Yes | Plans, flood elevation review, often engineering |
| HVAC replacement | Yes | Mechanical permit |

## How Does the FEMA 50 Percent Rule Work?
If your home sits in a FEMA special flood hazard area and its lowest floor is below the required flood elevation, the substantial improvement rule applies. When the cost of improvements or repairs equals or exceeds 50 percent of the structure's market value, not counting the land, the whole building must be brought into compliance with current flood rules, which can mean elevating it. Local jurisdictions decide how value is calculated and whether improvements are added up over a look-back period, so the same project can be treated differently in Lee County, Bonita Springs, Collier County or Naples.

That matters for older homes near the coast, especially after hurricane repairs. Before a large remodel, it helps to know your flood zone, your elevation certificate and the structure's assessed or appraised value. As for who pulls the permit, a licensed contractor normally does and takes responsibility for the work. Florida allows an owner-builder permit for your own home, but the owner then assumes the contractor's legal responsibilities. Condo projects also need association approval before the permit application goes in.

## Permit Questions

### Do I need a permit to remodel a bathroom in Lee County?
If the work moves or adds plumbing, adds circuits, changes walls or replaces a window, yes. A cosmetic refresh that keeps everything in place usually does not. If you are in the City of Bonita Springs or another city, its building department sets the rules rather than the county.

### How long does a building permit take in Collier County?
It depends on the project and current workload. Simple trade permits can be issued quickly, while additions, structural changes and flood-zone projects need plan review and can take weeks or longer. Accurate, complete drawings submitted the first time are the best way to avoid delays.

### Who should pull the permit, me or my contractor?
Your contractor, in almost every case. When a licensed contractor pulls the permit, they are responsible for code compliance and inspections. An owner-builder permit puts that legal responsibility on you and generally requires that you live in the home and do not sell or rent it soon after.
